10/09/01           To receive apologies for absence

None were received.

10/09/02           To sign as a correct record the minutes of the meeting held 11th October 2010

The minutes were agreed by the Council and signed by the Chairman.

10/09/03           To receive declarations of interest from members regarding items on the agenda

None were received

10/09/04           To co-opt a new member to the Council

Malcolm Rayner of Gleaston was nominated by Cllr Greaves and seconded by Cllr Baumber.  The Council voted unanimously to co-opt Mr Rayner as the new representative for Gleaston.

10/09/05           Report from the Police Representative

PCSO Madden reported that there had been a number of sheep thefts in the area and the theft of lead from schools.  She asked residents to be vigilant and report anything suspicious.

The No Cold Calling Zone at Baycliff is being organised.

10/09/06           To receive comments from the public

Mr Mitchell, coordinator for the Parish Paths Group reported that progress was being made and that a full survey of the Parish would be completed within the coming weeks.

10/09/07           To consider current planning applications

The following applications were received:

·         SL/2010/0851:  Doe Wood Lodges, Aldingham – Removal of Condition 19 from original permission – NO COMMENT

Due to the sensitive nature of this application, a number of key details were withheld from the Council.  It was felt that an informed comment could not be made on this basis.  The Council agreed to support SLDC’s decision.

·         SL/2010/0881:  Dendron Farm, Dendron – Removal of part of hedgerow – NO OBJECTION

The following notices were presented to the Council:

·         SL/2010/0599:  Kelguards, Gleaston – Front Dormer – PERMITTED

10/09/08           Reports from the County and District Councillors

Cllr Willis has approached the Evening Mail to do a piece on Parish Councils.  The Council agreed to take part in this.

10/09/09           To discuss issues arising from the LAP meeting

Road Gritters:  the Council felt that hand-held gritting trolleys were not appropriate for this Parish

Iron Railings:  the following stretches of County Council owned iron railings were identified:

·         Coast Road between Colt Park Cottages and Scale/Aldingham cross roads (c0.9 mi)

·         Coast Road between Sea Wood and Baycliff layby (c.03 mi)

·         Coast Road Riddings road end

·         Dendron School

·         Copper Dog, Leece

·         Kiln Lane, Leece

·         Mere Tarn

·         Scales Green

It was agreed that, due to the large amount of railings, those along the Coast Road should be prioritised.

Speed Stickers for Wheelie Bins:  A minimum request of 50x 30mph and 20x 20mph stickers will be made.

Speed monitor:  the Council will discuss with Roger Mallet and Helen Madden appropriate locations for the mobile speed monitor and approach residents regarding storage after that.

10/09/10           To discuss the Council’s position regarding the future of Aldingham Toilets

The Council agreed that it would do no more to secure the toilets’ future.  Cllr Airey is now concentrating on securing the better used Bardsea facility.

10/09/11           To discuss highways issues and the Highways Steward

The Highways Steward system is still not functioning effectively.  Cllr Willis advised waiting till the Better Highways system comes into force in December before sending any official complaints, to which the Council agreed.

10/09/12           To discuss a possible tree planting scheme on Ulverston Road, Gleaston

The suggestion to plant trees along the main road was made by Ray Wilson and has since received numerous offers of support from residents.  The Council agreed that they would be willing to support the project.  Cllr Willis will raise the issue with Urswick Parish Council and Mr Wilson will look into the details.

10/09/13           To discuss the possibility of a drainage scheme in Gleaston

Following the suggestion to construct a flood drain in Gleaston, Cllr Willis contacted the Highways Engineers who are willing to place this in next year’s budget.  The Clerk will obtain written permission from the landowners.

10/09/14           To discuss the development of Leece Playground Site

Some offers of interest have been made regarding an allotment on the site.  The Clerk will obtain quotes for removing the equipment and look into rent and conditions for allotments in the area. 

10/09/15           To agree delegates for SLDC’s Land Allocation Meeting

The Council agreed that anyone able to attend on the night would go.

10/09/16           To respond to the Boundary Commission’s Electoral Review

The Council felt the current system worked well for this Parish.

10/09/17           Playground Updates

The new roundabout at Scales has been installed and Cllr Baumber reported that she was happy with it. 

The BCA have received a £12,000 grant for their playground.

10/09/18           Parish Steward Update

Jobs for this month:

·         Cut back around Gleaston, Scales and Leece signs

·         Kerb at Scales Green needs cutting back

 

10/09/19           To discuss matter regarding the Roosebeck laybys

The Clerk contacted Highways regarding permission to improve the surface of the laybys.  Steven Soulsby said Highways are responsible for cutting the grass but not for the laybys themselves; he could see no problem with the Council undertaking the work.  It was agreed that £700 should be budgeted for the work (£400 materials, £300 labour) and that a disclaimer regarding accidents would be placed in the noticeboard, as the Council does not own the land. 

10/09/20           To finalise the 2011/12 budget

A budget for grass cutting along the Coast Road was agreed at £350.  The final budget is attached to these minutes.

The Council agreed to request a budget of £11,291.  This constitutes a 28% increase on the previous precept.  However, the 2010/11 precept was lowered to allow the Council to spend a surplus so the current precept is in-line with previous years. 

10/09/21            To authorise payment of accounts

The following payments were agreed by the Council:

·         Gleaston Village Hall and Green       £179 for two playground inspections

·         Clerk’s Salary, October                         £388.58

·         Parish Steward                                        £233.28 (£188 Oct/Nov Salary, £45.28 guttering)

10/09/22           Correspondence

The SLDC LDF was received.

10/09/23           To receive items for the next agenda

·         Floods group

·         Leece Allotment

10/09/24           To confirm that the next meeting will take place on Monday 13th December 2010, 7.15pm at Gleaston Village Hall
